The Baseline and Outcome Measurement System provides a standardized approach to evaluating participant needs, progress, and program effectiveness. Assessments are administered at intake, throughout participation, and at post-program follow-up intervals. Measures evaluate domains such as emotional well-being, grief experiences, social support, resilience, trauma symptoms, identity development, satisfaction, coping capacity, resource utilization, and adoption adjustment.

The system combines validated assessments, birth parent support specific indicators, and participant-reported outcomes to establish benchmarks, measure change over time, support treatment planning, and generate evidence regarding program effectiveness and participant growth.
